Canon EF 70-200mm f/4L USM
Canon makes four versions of the 70-200mm L lens. Two versions have a max aperture of f2.8, and two have a max aperture of f4. Two have IS, and two do not.
This is the least expensive of the four with a max aperture of f4 (and no IS).

perfect every time
This lens never ceases to amaze me. Every shot is sharp, rich in colors and contrast, and has a beautifully creamy bokeh. Even at f4 wide open this lens never fails to impress me. I bought this lens because I heard good things about it and for the price. It's not the 2.8 version, and it doesn't have IS, but it's much cheaper than the versions of this lens that have those features. It's still amazing, though, and fairly lightweight, too.
